TTS options for IBM Watson #161

Its 'apikey', not 'api_key' in the JSON file passed on to IBM. Also added some comments on how to mitigate some privacy concerns. I can't vouch for whether they are passed on correctly to IBM or how well they are honored, though I have no reason to believe otherwise.

Excellent, thanks so much. Great to know about the opt out flag too!

This is a tiny nitpick, but can we add a comma at the end of the opt-out line? This makes it valid JSON and it could cause weird formatting things.

Oops, yeah thanks for that. I just copied the last line from my conf file, as I did not have the username/password fields.
