/cog/map and /cog/viewer not using tiles? #362

The /cog/map and /cog/viewer apps can be very useful for QA'ing tiles for a specific COG.

They currently do not seem to work for that: they do not request different zoom levels from the tiler.

Are they not supposed to do that?
