Add publication documentation #6

This documentation is a direct copy from https://github.com/NASA-IMPACT/veda-stac-ingestor/blob/main/API_usage.md

Thought this was a better venue for the documentation.

Let me know if it doesn't make sense, or if it should go to a different page

@slesaad nice!

A few questions:

  1. Should it to be listed in the site navigation? If so I believe it needs to be listed in https://github.com/NASA-IMPACT/veda-docs/blob/main/_quarto.yml.
  2. Were you able to run the quarto site locally and make sure it renders ok too?

I am going to close this since it's a kind of stale, but I am going to incorporate the information from https://github.com/NASA-IMPACT/veda-stac-ingestor/blob/main/API_usage.md into https://nasa-impact.github.io/veda-docs/contributing/dashboard-content.html
