MCS - power monitoring frequency #108

As discussed in todays meeting we want to assess at what frequency we want to take power monitoring data at. We are currently taking it at 10Hz, but perhaps 1Hz averaged would be better. Perhaps keep 10Hz in raw files but do averaging for derived deliverable files.

10 Hz is in raw files, merged are back averaged to the rate at which data is taken so power measurements are pushed onto the same timestamp as data.
