MCS config file element ordering #145

In the MCS file some things are entered 0-number while other things are entered number-0, which is confusing. Fix this so they all work in a uniform way.

This is fixed with the new MCS program. All data is inserted from small numbers to large in a uniform way. Will not fix for the original version because it is to be replaced as it does not work property on Windows 10.
