Add Child: HSRL oven control #157

The HSRL oven is one thing over which we have never had programmatic control. Having the ability to control this oven from software would enhance the capability of the HSRL system to be fielded.

The current design uses a heater that has a potentiometer to set the temperature. As such, not commands can be given to the system. Therefore, this is to be split into adding measurements of temperature using a thermocouple and adding analog measurements of the setpoint and current temperature to laser locking via the Labview NI6000 box.
