The wavemeter has enough sensitivity to read the leakage light through the 2 x 1 switches if one of the lasers is off. Make an error trap to ignore low power for laser locking.

Added a variable to the laser control that sets the minimum power required before locking is performed. This is now in the configure files and will be set laser by laser. Seems to be working in the new version of the code pushed this morning.
