Hook up permissions function #210

Currently, there is a button to run the main permissions program but it is not hooked up on any of the children, the template, or the main program. This should be done so that we can start adding password protected features.

Hardwired path to function instead of passing from all possible different configure files. The configure files still have the paths in them but they are now unused.
