Ansible to deploy ctt_server

Work on, and get merged code in hsg-ansible to deploy ctt_server on a host.

Will-Shanks/ctt_client#10 should be done first

This will require:

[ ] Move the gitea actions created rpms into a HSG org, instead of being associated with my user
[ ] Add gitea rpm registry to zypper (should already be covered by ctt_client task)
[ ] install the rpm from gitea
[ ] create a ctt user on the host to run the server
[ ] give the ctt user admin powers in pbs, so it can manage nodes
[ ] add a systemd file to run ctt_server as the ctt user
