add DataCite implementation for resource.keywords.controlled #390

a scheme for the DataCite subject element can be specified here: /resource/subjects/subject/@subjectScheme

where the scheme is "The name of the subject scheme or classification code or authority if one is used"

and the subject is: "Subject, keyword, classification code, or key phrase describing the resource."

The check should look for the presence of the above field
