Addresses #440 and #438

still not 100% clear on the versioning here...do I need to update the ESS dive suite version number?

@mbjones in looking into this deeper, I think my changes are actually irrelevant. metadig actually downloads that json file from the ESS-DIVE service every 30 minutes.

So what we really have to figure out is how we want to re-run all of the documents when that file changes.
