Getting error 503 when downloading outlook meeting file from "Event" content type on dcegconnect and nci-connect. Cgov and SBIR has no issue downloading outlook meeting file from "Event" content type.
Note: This happens on path-based domains (e.g. /connect-prevention-study), but not on top-level domains (e.g. dceg.cancer.gov)

Steps to reproduce the issue
Login to the cms of DCEGConnect or nci-connect
Create an event
Fill in all the required fields including Event Start Date & Time and Event End Date & Time.
Publish the content
Go to the front-end and click the link "Add to Outlook Calendar" (Note: if we click the "Add to Outlook Calendar" link on the cms side, the .ics file gets downloaded)
What's the expected result?
On the front end, the .ics calendar should be downloaded when the user click the "Add to Outlook Calendar" link and the user should be able to see the event in outlook.
What's the actual result?
We get error 503 on clicking the "Add to Outlook Calendar" link.
