CTHP have a bad ncids_promo_block_image display mode so they look all jacked up. This should be something with core.entity_view_display.node.cgov_cthp.ncids_promo_block_image.yml. If I had to guess, it is referencing field_image_article which does not exist on a CTHP, but that is a guess.
