Add single Taxon files #12

Add single Taxon files in a folder within the MII-taxonomy repo

Make sure we produce the taxon source files from the current master copy in the repo: https://github.com/NCSLI-MII/mii-taxonomy/blob/main/MetrologyTaxonomyCatalog.xml

I suggest fixing any differences or corrections in this file, then generate the source files.

There is a disconnect between the MII MetrologyTaxonomyCatalog.xml file and the AWS version. Modifications were made to the AWS version to use multiple External References. We need to decide if we want to merge this change into the MII's file.

Thanks @dwloup69, I forgot about those changes. Let's open an issue and branch for the catalog changes first. We'll merge the existing MetrologyTaxonomyCatalog.xml with the changes for external references. I can review and do the merge.
