Add Single Taxon Files #13

This will add the individual Taxon files from the AWS version of the MetrologyTaxonomyCatalog.xml. I have not added the single Taxons from the dev folder. Email me and I'll create a new issue to add those files.

The source files should be generated from the existing catalog: https://github.com/NCSLI-MII/mii-taxonomy/blob/main/MetrologyTaxonomyCatalog.xml

Rename directory to 'source'.

Ryan, the format of the MetrologyTaxonomyCatalog.xml between AWS and GitHub has changed. There is now multiple External References on AWS versus a single reference on MII. I think before we move forward here there needs to be clarification on which version to go forward with. This might be something we'll need to discuss as a group. I'm going to cancel this PR for now.
