Add single taxon files

This uses the path folder source. It also has the latest versions of the single XML files.

@dwloup69, some minor fixes for this pull request.

• Remove the previous folder single files.
• Remove MTC_Local.xml in source. The script or tool producing these files should run against the XML catalogue in the top-level directory.
