spring and fall swept area biomass #253

added a new file to create, create_survdat_biomass2.r and
a new outputfile sweptAreaBiomassNEUSBoxSpringandFall.RDS

New data file has an additional column season with values SPRING and FALL which used swept area biomass estimates from survdat. The species, clam, quahog, menhaden, etc. were duplicated by season since they were not taken from survdat

@jcaracappa1 ake a look at the file before you merge to make sure it looks ok. i used the same 2021 data but just added spring data (and duplicated 6 species, quahog, clam, scallop, bluefish, menhaden, summer flounder)
