Listed but not linked. Doesn't that contravene the "don't show what they can't use" doctrine?
I think it's a good opportunity to entice them to engage with/add to an empty community. Perhaps a message could be added to the page, something like: "[Community x] is inactive. Please contact DRS staff to activate this community." Or something friendlier.
I think given that this alters the UI for indexed items significantly, that perhaps it can be in v2. V1 can be the implementation of the safeguard of preventing a user being attached to a private/non-groupered community, and not displaying a community for which they don't have the rights to.
When a user is associated with a community that is set to private, a link to the community still shows up on the user's "My Communities" list. If the community is private and the user does not have Grouper access to the community, the community should be listed, but not be linked to the community.
