To help onboard those looking to contribute to NHSbuntu I thought it'd be useful to have a set of contribution guidelines that explain:

What the goal of NHSbuntu is
How the NHSbuntu project is pulled together
Who NHSbuntu is seeking contributions from
How the different user groups can contribute
What rules there for people looking to contribute (code review, coverage percentages etc)

Other things that might useful:

Explain the types of issues that are out of scope for the project
Links to resources on how to raise feature requests
