GSE alleviation for ugrid #930

Is your feature request related to a problem? Please describe. We can see the GSE even with a 1st order n-scheme, since it has the lowest possible cross diffusion.

Describe the solution you'd like A simple and fast diffusion operator needs to be added to add that bit of diffusion, which is needed to alleviate it.

Describe alternatives you've considered A alternative would be an internally increased spectral resolution in the geographical advection part, however this will be costly...

This is already created https://github.com/NOAA-EMC/WW3/issues/886 @aronroland we can remove one if you agree
