create_xgrid_2Dx2D_order2 C++ routine working for GPU. #244

This merge adds a GPU working version of the C++ create_xgrid_2Dx2D_order2 function. Also it updates this branch will all the miscellaneous merges on the master branch that are not related to the cpp directory.
