In this PR,

the function prepare_create_xgrid_2dx2d_order2_acc was created to compute the approximate value of nxgrid and the starting and ending indices of the output grid cells that overlap with the input grid cell ij1.
the function create_xgrid_2dx2d_order2_acc has been modified to utilize the abovementioned computed quanitites.
