Create cloud-optimized data for roughness analysis #129

To better search for reaches and define watershed boundaries the following could-optimized files are created for CONUS

Lets aim for three products:

  1. HUC based COGs of the catchmask - with VRT
  2. HUC based COGs of the HAND grids - with VRT
  3. A parquet store of the hydroprop tables - HIV partitioned by HUC

These can be used with existing Flood mapping code and other data products
