CONUS - Update Flowlines Reference service with NWM v3 AEPs #812

NWC Production Issues - Support #133302 (https://vlab.noaa.gov/redmine/issues/133302):

The NWM Flowlines service needs to be updated to reflect the new (v3) thresholds. This service is consulted by forecasters to determine what thresholds are for a given reach when there is not currently data for that reach in the live services. When digging into the data for the recent VT event, it was noticed that when viewing the attributes, the NWM Flowlines service is still displaying thresholds/AEPs from NWM v2.1.

This is a static service - it gets published once with whatever data is linked to the map, so it will need to be regenerated and published again.

We need to update the production version of the reference.channels_conus table in the Hydrovis database on the EGIS server.

The reference.channels_conus table has been updated using the NWM v3 recurrence data in the egis database (TI environment). No code branch or service file changes were made - the table will just need to be moved into UAT, the Prod.
