SOCAT: unify data download #1738

Reported by @karlmsmith on 10 Mar 2016 00:45 UTC Data downloads from the public SOCAT should include the SOCAT-enhanced DOI and should match those described in the SOCAT paper (so need to remove from the listing nobs_full, nobs_deci, and other variables needed elsewhere in LAS). The all-variables checkbox should be removed with all-variables always given - will help unify the downloads. Check that the downloads from the main page matches that from the datasets listing.
