The units for the NuHepMC file format did not consider the units to be in pb and assumed that they were in 10^-38 cm^2. This commit will check to see if that convention is flagged. If it is flagged, then it will use pb as the units and convert that to 10^-38 cm^2 otherwise, it will assume that the units are already in 10^-38 cm^2.
