FNAL and BEBC CCQE data missing #49

Have FNAL Q2 dist from Phys Rev D, vol 28, no 3, 1 August 1983, "high-energy quasielsatic nu_mu n ->mu- p scattering in deuterium". There is also a total xsec as function of Enu. Implement this.

Similar story for BEBC; have dSigma/dQ2 from Nucl Phs B 343 (1990) 285-309 "investigation of exclusive channels in nu/nubar-deuteron charged current interactions", (fig 6), but not total xsec (fig 5). Implement this.
