Enable FSR3 #367

The sourcecode is out for FSR3 can we get an implementation of FSR3 to replace the current FSR Version?

This would require FSR2 to be implemented in the first place: https://github.com/NVIDIA/Q2RTX/issues/241

So far, nobody has opened a pull request for FSR2 yet, so FSR3 is a long way away.

I'm looking to implement FSR 3 when it comes out for vulkan because for now it is only for DX12. I'll open a PR once I've done that :)
