Filter out health check traces #232

Description

Exclude requests requests matchng the /health/ready route. These health check traces don't help with visibility.
Sets service name in unknown service: uvicorn-endpoint to properly identify the service.
Removes the NonRecodingSpan wrapper to promote the otel_tracer spans to root spans.
