PLUTO QAQC improvements

Improvements requested by Lynn for the PLUTO QAQC page. May need to huddle to fully flesh out some of the items before tackling them.

• [ ] Text at the top says that the graphs are blue and red. They’ve been changed to blue and gold. Correct the text to say blue and yellow.

Null graph

• [ ] Current pair comparison should be blue, so that it matches the other graphs
• [ ] In the description, clarify that the fields are ranked by number of changes for the current pair (not the number of nulls)

Source data versions

• [ ] What are you seeing when you check the code box?
• [ ] Add caveats about using these dates in the metadata

Expected value comparison

• [ ] Treat the 4 zoning district fields as one entity. We want to know if there is a new value for zoning districts in general, not for zoning district 1.
• [ ] Same with the 3 special district fields and the 2 commercial overlay fields
• [ ] In the description, list the fields for which this check is made
