Add TOTAL Units With Regulatory Agreements Since 2014 By Area Median Income attribute to Housing production tables.

Sum all values in units_INCOMEBAND_newconstruction and units_INCOMEBAND_ preservation series to create units_allami_newconstruction and units_allami_ preservation. Add 2 new fields to all tables that the fields that are being summed are included in.

Fields that are being summed are:units_eli_newconstruction units_eli_preservation units_vli_newconstruction units_vli_preservation units_li_newconstruction units_li_preservation units_mi_newconstruction units_mi_preservation units_midi_newconstruction units_midi_preservation units_oi_newconstruction units_oi_preservation
