Refactor Wandmin #21

Wandmin should make use of Persistence to store wands and commands, and Classes for permissions.

Wandmin also needs to figure out how to use the new Command API- how to spoof commands, basically.

Otherwise, it's going to need to be retired :(

No longer questionable- Wandmin is around and kickin', and now it rocks more than every.

It's still a good candidate for initial Persistence integration due to its simplicity, but since i've already done minimal integration will Spells to keep the rabid Permissions-loving dogs at bay, I'll probably just jump right into that and leave making Wandmin data-driven for a rainy day.
