According to https://mysupport.netapp.com/site/bugs-online/product/ONTAP/BURT/1225042, the cluster switch log collection feature request is fixed in 9.11.1P12+ and 9.10.1P15+ as well, but the doc. says "you must be running ONTAP version 9.12.1 or later"

Can those previous releases be added to the requirements?
