Generic permissions:

  1. Who can add / revoke a Test centre
  2. Who can add / revoke a Test centre signer (or expiration of a signer valid date (lost key))
  3. Who can revoke a test certificate
  4. Who can revoke a testing kit batch (if included in the certificate)

Assumed Multi signature management for super admin permissions.
