Retain Point Validity Across Annotations #202

This cleaner PR makes our AWS Lambda UpdateLanes function better by maintaining point validity values when annotation segments of lanes. This is good because it allows us to continue to know where the anomalies are after saving changes to modifications to segments of lanes.
