nmm fails to start when I try to start it #1183

Describe the bug A short description of what the problem is when nmm starts it keeps giving an error message and the trace log message says: The module was expected to contain an assembly manifest. (Exception from HRESULT: 0x80131018)

Environment

This usually happens when the NMM installation is broken (antivirus or windows preventing some dll from installing properly), or when Windows decideds it wants to block the NMM installer or .exe file.
