!butt removed from channels? #12

Why was !butt removed from IRC channels and moved into PMs? Couldn't there
be a master admin command that enables or disables !butt in channels
(defaulting on of course) instead of it being hardcoded disabled at compile
time?

It has been turned back on for now in the one running on synirc. People were 
spamming it so I turned it off. buttbot now responds in pm when !butt is 
disabled in 
channels.

Buttbot also responds to !butt over privmsg.
