Add ability to enable virtual popups pre-99 #30

Bit of a niche one, but after the setting was added to disable level up popups in-game (which mainly serves to avoid the multi-tick stall caused by these popups, which is quite the concern for hardcore accounts), it'd be nice if the virtual level ups plugin could show its fake popups, as these don't have a stall, and having the popup would be quite nice still.

Sorry for the slow response on this. I'm open to adding this feature, though I can't promise implementing it myself soon.
