Move the Jovian steam deck hardware profiles to nixos-hardware #1241

Self-explanatory. This seems like a much more appropriate place for Jovian's hardware options than Jovian itself.

Please discuss this with the maintainer of https://github.com/Jovian-Experiments/Jovian-NixOS in their repository instead of here. They should agree to this because they are maintaining the actual code.
