What does this PR do?

This PR adds the "Upcoming Events" section to the news/events page. It includes a reusable EventCard component and a mocked array of events that is mapped into a responsive grid layout.

Description of Task to be completed?

• Created a new EventCard component based on Figma styling
• Used semantic HTML and Tailwind for styling
• Mapped through a static mockUpcomingEvents.js array to display 12 event cards
• Added a styled section header and "Read More" arrow at the bottom
• Ensured each card is clean, reusable, and ready for CMS/API integration later

How should this be manually tested?

1. Navigate to the News/Event page
2. Scroll to the "Upcoming Events" section
3. Confirm:
   • You see 12 event cards in a responsive grid
   • Each card includes title, date, image, description, tags, and a link icon
   • The red arrow appears below the cards
   • That it matches the Figma design

Any background context you want to provide?

• All content is currently mocked for layout/demo purposes
• Sana will continue work on responsiveness and any accessibility-related enhancements
• The card and section are built to be CMS/API-ready
