feat: added terms and conditions page #1210

What does this PR do?

Created a page file for the terms and conditions page. Added the page link to the routing and to the correct place in the footer. Added simple styling according to design files

Description of Task to be completed?

Page renders correctly on desktop and mobile
Uses semantic and accessible HTML
