Investigate Charging Algo #11

We have an issue with charging right now, where after it pauses charging to balance for 5 mins, is never starts charging again. I thought i fixed this with this fix but a quick test seemed like it actually did not.

This ticket is purely investigative. Look through the algorithm and its implementation, and try to figure out why this is happening. It probably has to do with one of our timers or debounce states being off, but it isnt extremely obvious what is going on.

If assigned, remind me to link you some slack threads that discussed this, may be nice to have to see full picture

closing as somehwat investigated, not convinced anything major going on and will revisit if issdue replicated this year
