Fix spam users, configure site for admin only account requests.

We have a ton of spam users.

We need to...

• [x] Lock down user registrations, only allowing admins to create users.
• [x] Delete the bad accounts.
• [x] Add Honeypot module to block future spam.
• [x] Decide on user policy for eboladata.org, turn back on self registration if allowed.

I turned self reg back on with honeypot module enabled, so hopefully we stop getting spam accounts
