[CSY] Duplicated hotkeys show in “Options->NuGet Package Manager->Package Sources” dialog #7822

Details about Problem

NuGet version: NuGet Client Dev\5.0.0.5821 OS: 16299.RS3_Release_svc_escrow.180502-1908 CSY

Detailed repro steps

  1. Create a project [e.g.Console App (.NET Core)] in VS.
  2. Open PM UI of this project and click the settings button on PM UI.
  3. Open Package Sources dialog under “Options->NuGet Package Manager” and observe the hotkeys.

    Expected

    There are no duplicated hotkeys.

    Actual

    Duplicated hotkeys show as below screenshots. Untitled

Since we don't have hotkey for the first string "Package Sources" anymore, so this issue only repro on CSY on D17.8\34205.153. I have updated the bug.

It still reproes on VS D17.11\35103.136 with implicit NuGet Client Release-6.11.x\6.11.0.119.
