Player roles are not respected for the F3 gamemode utilities

Both the gamemode switcher and swapper accessed using F3 keybinds will fail even though the given player has access to the /gamemode command.

This is not a mod problem. Gamemode permission don't give access to f3 keybind, you need some permission level Maybe 3 level? Im not sure

I made a mod, Gamemode Unrestrictor to bypass the issue entirely.
