Process COD AB #51

The COD AB datasource is missing a processing step. This step should be used for:

converting from shapefile to geopackage
homogenizing column names

Should we also just standardize file names to be iso3_admN? Not sure if done already, but see no reason to keep the complicated filenames in the directory. Would simplify retrieval.

The files are downloaded as zips from the HDX API and renamed to $ISO3_cod_ab.zip (see here). However, to extract the different admin levels, the layer names need to be known, which is why they're included in the config. But definitely a processing step to give the layers standardized names would be good.
