BT-79-Performing Staff Qualification is not a criterion. #579
We need to change epo:ProcurementCriterion epo:hasPerformingStaffQualificationInformation at-voc:requirement-stage property, as BT-79 "Performing Staff Qualification" is not a criterion and we need to find where to place it.
It could be added on epo:SubmissionTerm (if it goes there it excludes the contract).
It could also be added to epo:ContractTerm (since it's about the future contract).
