The "Nutzungs-bestimmungen laut Bekanntmachung vom 07.05.2019 (pdf; 177 KB)" link leads to http://www.stadtentwicklung.berlin.de/geoinformation/bezugssysteme/download/2019-05-17_ABl.pdf which mentions the use of the Data licence Germany – attribution – version 2.0 already used for other German grids
