[FEATURE] Exports and Imports to the study region from other countries #116

Idea

Currently the geographic filter (per issue #114) is being setup to remove all transmission to countries outside the geographic scope. It would be great to figure out how to include the potential for exports and imports from countries that are not within the geographic scope.

Moving this to 'Longer Term Developments' as this is not a straight forward implementation and I also don't think it has direct application to the GGI Finance work (or more relevance than for any other case study that is).
