[FEATURE] Integrating the Global Transmission Database and associated transmission modelling updates #186

Idea

To integrate the data from the Global Transmission Database into the workflow and make the necessary adjustments for transmission modelling.

Suggested Soltuion

  1. To alter the source of the transmission input data by moving away from the original PLEXOS-World dataset and making a dynamic link to Global Transmission Database.
  2. To enable planned capacities for transmission following #120 and by extension include residual capacities following #10.
  3. To enable multiple config entries per technology to enable planned capacities at different years related to #172.
  4. To integrate different transmission losses per transmission object and also support integrating different efficiencies for technologies as custom user inputs following #173.
  5. As of yet costs/efficiencies for transmission are pulled from a PLEXOS-World file but with moving to the Global Transmission Database (which does not have this data, solely capacities) I suggest to add entries into the config file where users have to define base costs and losses per unit of distance for HVDC, HVAC and HVDC subsea. Relates to #46 and #51.
